Dr. Nopnuanparn Pavasant

Ms. Nopnuanparn Pavasant currently serves as Assistant Secretary-General of the Securities and Exchange Commission (SEC) Thailand, where she leads the strategic direction of financial innovation and Digital Technology. She is responsible for overseeing the Digital Asset Policy Department, Digital Asset Supervision Department and the Capital Market Infrastructure Center.
Since joining the SEC in May 2005, Ms. Pavasant has played a pivotal role in modernizing Thailand’s capital market regulatory framework. She was instrumental in the sixth amendment to the Securities and Exchange Act B.E. 2535 (1992), enacted in 2019, which laid the foundation for the development of FinTech in Thailand. She also contributed to the promulgation of the Emergency Decree on Digital Asset Businesses B.E. 2561 (2018), the key legislation governing digital asset fundraising and business operations in the country.
Ms. Pavasant holds LL.M. degrees from Chulalongkorn University and the University of Cambridge, and a Doctor of Legal Science (SJD) from the University of Hong Kong. As Thai Barrister-at-Law since 2003, she previously practiced law at PricewaterhouseCoopers Legal & Tax Consultants (Thailand) Ltd. Her distinguished career reflects a deep commitment to fostering innovation while upholding market integrity and investor protection.
