Hikaru Kusaka is the Founder and CEO of xID Inc., a GovTech company building digital identity infrastructure for the public and private sectors. Since founding xID in 2012, he has worked at the intersection of digital identity, e-government, and trust infrastructure. In 2017, he relocated to Estonia, where he served as an advisor on e-Residency and worked with government institutions. In 2022, he co-founded the Govtech Association and became its Co-Representative Director. He has also served as a Regional Informatization Advisor to Japan’s Ministry of Internal Affairs and Communications from FY2021 to FY2026, and as a Fellow for Hamamatsu City and Shizuoka Prefecture.
